New Vice President’s Approved by College Board, set to start July 1, 2020

Barstow, CA— June 18, 2020 — Last night the Barstow Community College Board of Trustees unanimously approved the hiring of Mr. Herbert L. “Herb” English, Jr. as the new Vice President of Student Services, and promoted Mr. Richard “Tim” Botengan to the position of Vice President of Academic Affairs. 

Mr. Herbert L. “Herb” English

Mr. Herbert L. “Herb” English, Jr. has over 16 years of experience in higher education, with 13 of those years in the California Community College system. He comes to Barstow from West Hills College in Coalinga, CA where he has been serving as the Vice President of Student Services. During his career, Mr. English has served as the Director of EOPS/CARE, CalWORKs, Valley-Bound Commitment (an award winning First Year Experience program) and the Dean of Student Equity and Success at Victor Valley College. He also serves as an academic advisor and part-time instructor at CSU San Bernardino.

In addition, Mr. English has served on numerous college, district, and state-wide committees and has been active in several community organizations including serving as Executive Director of the Boys & Girls Club of San Bernardino and serving on the Board of Directors there and the African American Male Educational Network and Development (A2MEND) Board as well.

“As a proponent of youth development, community service and education,” He writes that he “loves working with young people and inspiring them to pursue a college education and be a positive influence in their community.”

Mr. English earned his Bachelor of Arts degree in Sociology from California State University, San Bernardino, Master of Arts degree in Education with an emphasis in Curriculum and Instruction from University of Redlands and is presently pursuing his doctorate degree at Bradley University in Higher Education Administration.

 

 

 

Mr. Richard “Tim” Botengan

 

Mr. Richard “Tim” Botengan has been serving Barstow Community College since August 2016, most recently as Interim Dean of Instruction, Academic Support, and Online Learning, a position he has occupied since July of last year.  He began his career in Barstow as Dean of Distance Education and Learning Support Services. Before coming to Barstow, Mr. Botengan was the Associate Dean of Academic Affairs for Mt. Sierra College in Monrovia, California where he also served as Director of Online Education, Instructional Design, and Technology Division Chair.  He has a strong business and technology background, and a passion for ensuring student success.

 

Mr. Botengan received his bachelor’s degree in Computer Information Technology from Mt. Sierra College in Monrovia, and his master’s degree in Educational Leadership and Training from Trident University in Cypress, California.

 

Mr. Botengan served as a volunteer in many religious and community based organizations, and was the President and Board Chair for BIBAK, Inc., (a 501c3 non-profit corporation that works with youth to preserve and promote the cultural arts and letters of the indigenous peoples of the Philippines, the Igorot), in addition to his other volunteer work.

 

In response to a recent interview question Mr. Botengan wrote, “A successful learning community requires an environment of openness – not just openness to new and innovative ideas, but also a willingness to learn from the experiences and world-views of others.”

 

Barstow Community College continues to be a leader in preparing students to be Workforce Ready as well as degree focused. Both men are dynamic and innovative leaders who have developed programs and services that foster student success; and target historically underserved populations as well as the broader student base. Their work and life experiences will be welcome additions to the team at the college. Mr. English and Mr. Botengan are expected to begin their new duties on July 1st.

 

Speaking just after the final vote was taken, Superintendent/President Dr. Eva Bagg said of the hiring, “I am extremely pleased to have Mr. English and Mr. Botengan join our executive leadership team.  Each brings a proven track-record of success in advancing high-quality and effective educational programs and services, and they both chose Barstow as the place to dedicate their energy and service.  I am very much looking forward to introducing them to our community where I trust they will be highly active and engaged.”

 

 

 

 

Other Personnel Actions

In other personnel actions, the board voted to extend the employment of Bryan Asdel, as Interim Director of Learning Support Services, Robbie Evans, as Temporary Program Manager for Military Programs, and Nancy Olson as Interim Director of Instructional Technology and Online Learning and to update the current CSEA salary schedule to reflect a negotiated 2% increase that will take effect on July 1st.
