Julie was born and raised in Barstow. Her family are the founders of Del Taco with the original and famous Del Taco right here in Barstow on 1st Street. She is a proud graduate from Barstow High School and attended Barstow Community College as a student the first year after high school before later transferring to CSU Long Beach. Upon returning to her hometown after college, she became involved in the community by serving on the Chamber of Commerce Board of Directors and the Soroptimist Club of Barstow. Julie was a founding member of the Boys and Girls Club of Barstow, she is an honorary member of the Officers Wives Club at Fort Irwin and she coached swimming for 8 years. In 1999 she was elected to the Barstow Fire Protection District Board. In 2006 she was elected to the Barstow City Council and in 2012 she was elected Mayor for the City of Barstow. Julie also served on the Board of Directors for the Barstow College Foundation for 29 years from 1993-2022.

Julie’s accolades and awards are numerous,

  • While Mayor Hackbarth-McIntyre, she was honored by the Chamber of Commerce as the Barstow “Woman of the Year” and as “The Woman of Continuous Service."
  • She was a recipient of the “Women of Distinction Award” by Rep. Paul Cook.
  • In 2015 she was named the Senate District 16's San Bernardino County Woman of the Year.

Most recently, and further demonstrating her lifelong commitment to Barstow, Julie was elected in 2022 to the Barstow Community College District Board of Trustees. Since being elected to the Board she has served as the Vice President and is currently serving as the Board President.
