Juan P. Rivera is a United States Marine Corps veteran, federal executive leader, author, and community advocate based in Barstow, California. His 38-year career of combined military and federal service includes four years of active duty as a Military Police Officer in the U.S. Marine Corps, followed by 34 years as a senior federal civilian leader within the Marine Corps and the Department of Homeland Security, where he specialized in cybersecurity, communications, and organizational systems.
Throughout his career, Juan earned a reputation for disciplined execution, systems thinking, and mission-focused leadership. As a GS-14 senior leader, he directed complex operational initiatives and strengthened cybersecurity and communications frameworks during periods of national growth and organizational transformation.
Today, Juan continues his commitment to service as a member of the Board of Directors for the Barstow College Foundation, supporting student scholarships, Career Technical Education initiatives, and strategic fundraising efforts that expand educational access and Workforce Development in the High Desert region. He is the author of multiple books, including Mission, Money, and Impact: Fundraising Executive Handbook and The Essential Nonprofit Handbook: The Essential Guide to Nonprofit Success, reflecting his commitment to disciplined leadership and sustainable nonprofit systems.
